Does this mean they think I'm cheating?

Doesn't mean you are cheating and have a second account, just means you have the same IP address as other Astro Empires account(s). However if you did in fact make more than one account on the same server you need to delete all and keep only one or you will be banned from the game. Only one game account is allowed per person/server. | |
