Accounts which were never activated don't count for the shared IP issues. If they were never activated it's the same as they never existed, so if you received a shared IP warning, this is not causing the problem.

never use the same IP all the time.

If you get a warning claiming we detected that your account is using a shared IP with someone else, it means one or more Astro Empires accounts are connecting to the Internet with the same IP as you.
We forbid the use of shared IPs to prevent cheating and second accounts. We know sometimes it's a hard rule, but in order to keep the game fair and be equally fair to all our players we need to impose this rule (as most browser games do).
